Dr. Oğuz Can
After completing his undergraduate studies in Mechanical Engineering and master’s degree in Energy at Istanbul Technical University (ITU), Dr. Oğuz Can earned his PhD in Engineering Management from Marmara University.
Throughout his professional career, he has worked in both the public and private sectors, focusing on strategy development and implementation, business development, innovation and technology management, transformation programs, project and investment management, and operational efficiency.
As the R&D Director at İSBAK AŞ, he contributed to the development of the concept and applications of intelligent transportation systems. At Istanbul Energy and İstaç, he worked on waste-to-energy wind projects, and at Recydia AŞ, he was involved in pyrolysis, recycling, alternative fuel production, investment, and market development activities. While serving as the Director General of Renewable Energy at the Ministry of Energy and Natural Resources, he played a key role in developing the renewable energy business model (YEKA) focused on supply chain, localization, financing, and technology transfer. He also oversaw regulatory, competition, and contract processes, as well as the development of the renewable energy investment ecosystem and capacity in wind, solar, biomass, and geothermal energy. His work included the promotion of rooftop solar systems, the establishment of the Department of Energy Efficiency and Environment (EVÇED), the development and monitoring of the first National Energy Efficiency Action Plan, preparation of environmental and sustainability reports for the ministry, enhancing energy efficiency support programs, drafting regulations on Energy Performance Contracts, and creating and measuring the Energy Efficiency Awareness Index. He also coordinated the working group for developing electric vehicle charging infrastructure and represented the institution in programs such as the National Green Deal. At the Nuclear Regulatory Authority, he managed activities related to regulatory approaches, inspections, capacity building, and coordination of technical units in the areas of safety, security, and safeguards.
Dr. Can has delivered seminars, papers, and publications on Renewable Energy, Energy Efficiency, Intelligent Transportation Systems, Sustainability, Climate Change, and the Circular Economy. He actively participated in IRENA council activities and UNFCCC negotiations.
Currently, Dr. Oğuz Can is the General Manager and Chairman of the Executive Board at Teksan Generator. He also holds board memberships at the Energy Efficiency Association, Kojenturk, and the ODTÜ GÜNAM Research Infrastructure.
